Peer Learning Visit to Hogoro CLC Ignites Passion and Inspires Positive Change in Strengthening ALE services

DVV International supports the Integrated Community Based Adult Education Programme (ICBAE) by supporting functional literacy and strengthening the Community Learning Centres (CLCs) in pilot areas in Tanzania. These areas include Dodoma (Kongwa and Mpwapwa) and the Coastal Region (Kisarawe and Kibaha). The Hogoro CLC, established and launched in July 2023 by DVV International in collaboration with Kongwa District Council, is an important centre for adult education. It offers comprehensive training in functional literacy, skills development, and vocational training, and has become a symbol of hope and change.

On May 24, 2024, representatives from various pilot districts gathered for a transformative peer learning visit to the Hogoro Community Learning Centre (CLC) in Kongwa. Hosted by DVV International, this visit brought together stakeholders from ministries, district councils, and community learning centres to share expertise, explore a functional CLC model, and strengthen Adult Learning and Education (ALE) services in the pilot districts.

This visit wasn't your typical peer learning session. Instead of just listening to experts for hours, participants had the chance to explore, ask questions, and discuss Community Learning Centres (CLCs) with their peers. They also got to share what they had learned. The day started with a warm welcome from the District Executive Director's office in Kongwa, for an initial meet and greet and also to foster collaboration between the guests and local officials. When the guests arrived at the Hogoro CLC, they were welcomed with lively traditional dances, immersing them in the local culture and creating a positive atmosphere for learning.

During the event, the District Adult Education Officer (DAEO) for Kongwa DC introduced the participants to the Hogoro CLC and explained the purpose of the visit. The participants were then acquainted with each other and briefed on the day's agenda. Subsequently, the DAEO invited the Hogoro CLC coordinator to deliver a comprehensive overview of the centre's operations, emphasizing its establishment, management, and significant accomplishments. Following this, four small groups were formed comprising individuals from different districts, each group receiving moderation cards to assist them during a tour of the compound.

Participants took a tour of the CLC compound led by the CLC Coordinator, DAEO, community facilitators, and the extension officer. The highlight of the day was the hands-on experiences and discussions among participants. The tour included a visit to the demonstration garden where the extension officers showcased agricultural practices. Participants learned about the products produced, the methods used, and how it helps to support the operations of the CLC.

Further, participants explored ongoing functional literacy training sessions, where they observed teaching methods and community engagement strategies. Discussions focused on the support provided by the CLC Coordinator, CLC Management Committee, and DAEO, as well as plans for sustaining and improving the training programs.

The tour also included insights into district engagement, highlighting how district councils support CLC activities, the reporting and monitoring mechanisms in place, and future contributions planned by the district to ensure the CLC's sustainability.

During group discussions and brainstorming sessions led by DVV International staff, participants had the opportunity to contemplate their observations and pinpoint actionable insights for their respective districts. Some key takeaways were the significance of close collaboration between district councils and communities, the value of well-equipped and easily accessible learning centres, and the commitment of community facilitators.

Community Leaders' Commitment

The Ward Councillor and other community leaders expressed their support for the CLCs. They emphasized the importance of leadership in ensuring the sustainability of the centres. Various representatives in their closing remarks reaffirmed their commitment to improving ALE services across Tanzania.

The peer learning visit to Hogoro CLC was a resounding success, igniting passion and inspiring participants to improve their CLCs. The visit fostered stronger relationships, shared valuable best practices, and reinforced the commitment to supporting lifelong learning. This event marks a significant step forward in enhancing Adult Learning and Education (ALE) services in Tanzania.
