Public Financing of Popular Adult Learning and Education (ALE)
Financing adult learning and education (ALE) has long been a topic of academic and policy debate. While public funding for literacy, basic education, and professional training is widely recognized and implemented across many countries, the third key pillar of ALE—popular education, also referred to as community or liberal education—remains underfunded and underexplored. This form of learning, vital for fostering active citizenship and inclusive societies, is only systematically supported in a few, mostly developed, nations.
To address this gap, DVV International initiated a global study to explore and analyze public financing mechanisms for popular ALE. Supported by the German Federal Ministry for Economic Cooperation and Development (BMZ), and conducted by an international team of experts, this publication brings together research and case studies from around the world. Special attention has been given to identifying successful models from developing countries, showcasing how strategic public investment can strengthen ALE as a core component of lifelong learning.
This booklet is part of DVV International’s "Analysis" series and is aimed at policymakers, practitioners, and partners in the field of adult education. It offers both an analytical overview and practical insights, contributing to international advocacy efforts and supporting the implementation of Agenda 2030, particularly SDG 4.7 on education for sustainable development and global citizenship.
