Among the ongoing initiatives, the National Office for Family and Population (ONFP) stands out for its commitment to modernizing its services through digitalization. Established in 1973, ONFP is a Tunisian public institution dedicated to promoting reproductive health, improving family quality of life, and raising awareness of demographic and population issues. Through its various actions, ONFP works to provide health services, information and awareness campaigns, and training aimed at diverse audiences. In collaboration with DVV International, a key player in supporting adult education, ONFP has launched an ambitious project: the establishment of a digitalization laboratory named "Digital Aquarium." This innovative laboratory symbolizes ONFP's determination to enhance the dematerialization of its central and regional structures.
Context and Objectives of the Project
In light of the growing necessity for electronic administration, ONFP has decided to resolutely engage in the digital transformation of its structures. This laboratory primarily aims to digitize scientific and administrative information currently stored on analog media, such as paper, to make it accessible and reusable within the electronic information and document management system.
The main objectives of the "Digital Aquarium" are:
- Pooling Information Flows: Digitized documents will be accessible in real time to all ONFP staff via the information portal, facilitating data sharing and use. Thus, patients will be able to consult outside their region without retrieving their files, as doctors will have access in real time.
- Optimizing Decision-Making: Instant access to digital data will simplify information exchanges and enhance decision-making, making central and regional structures more responsive and agile.
- Strengthening Collaboration: The laboratory will enable better collaboration among teams, facilitating knowledge sharing and reducing disparities in access to information between regions.
- Electronic Archiving System: A new electronic archiving system will be implemented to preserve and utilize ONFP's informational heritage.
Laboratory Installation and Equipment
The "Digital Aquarium" is located at the ONFP Documentation, Archives, and Publications Center (CDAP), benefiting from twenty years of experience in digitization and electronic document management. The CDAP will play a central role in this project due to its existing resources and expertise in document management.
The laboratory is equipped with specialized hardware including a professional scanner, computers, specialized printers, and a secure storage system. These tools will allow for efficient processing of analog documents and their conversion into digital formats ready for integration into ONFP's electronic management system.

Inauguration of the "Digital Aquarium"
On Wednesday, September 25, an inaugural ceremony marked the official launch of the "Digital Aquarium" at the ONFP Documentation, Archives, and Publications Center. Presided over by Prof. M. Mohamed DOUAGI, the CEO of ONFP, and attended by a high-level delegation from the German Adult Education Association (DVV International), this inauguration highlights the importance of this new digital laboratory.
