Morocco
Adult Learning and Education (ALE) in Morocco is overseen by several government bodies, with the National Agency for the Fight Against Illiteracy (ANLCA) playing a central coordinating role.
Unlike some countries, Morocco does not have a specific national policy dedicated to ALE, although the subject is mentioned in various general education texts, notably Framework Law 51/17. Similarly, there is no exclusive national strategy for ALE, apart from the National Strategy for the Fight Against Illiteracy.
Various government institutions are involved in this field, including the Ministry of Habous and Islamic Affairs, the National Mutual Aid, the Ministry of Maritime Fisheries, the Ministry of Handicrafts, the Office of Vocational Training and Work Promotion (OFPPT), and the Ministry of Youth, Culture and Communication. These ministries implement literacy and training programs that integrate basic skills in reading, writing, and mathematics while addressing topics such as health, education, citizenship, and the environment. Some programmes also support vocational training and the development of income-generating projects.
Morocco faces several challenges in the ALE sector, including a high school dropout rate, people falling back into illiteracy, and a lack of funding. However, the country has academic institutions that offer ALE training, such as the Faculty of Educational Sciences at Mohammed V University in Rabat and the Faculties of Letters and Humanities in Tetouan and Fez, which provide degree programs in ALE. The Institute for Literacy Professions Training also plays a key role in professionalizing direct actors as trainers or program managers in ALE.
Cooperation between academic institutions and the government is well established, as universities are state institutions. Additionally, civil society plays a significant role in ALE, with associations operating through annual calls for applications to receive public subsidies. The Moroccan Forum for Lifelong Learning (or HERE) is one of the most active networks in this field.
Civil society organisations implement various literacy and integration programs for NEETs, as well as training programs for migrants and prison populations. However, cooperation among these associations remains limited, except within networks such as the Moroccan Forum for Lifelong Learning and the National Network for Lifelong Learning and Development (RNATLED), which bring together several organizations working in the sector.
The private sector also supports ALE through paid trainings and private faculties offering diplomas. Some companies are contributing to ALE through training programs for their workforce, funded via Special Training Contracts (CSFs).
Since 2009, DVV International has played a key role in supporting adult learning and education (ALE) in Morocco, fostering collaboration between government institutions, universities, and civil society. After officially closing its operations in North Africa in 2024, its legacy continues through local partners who are carrying forward initiatives in literacy, vocational training, and lifelong learning.
Morocco continues to improve its ALE system through cooperation between the government, universities, civil society, and the private sector, as well as with the support of international donors and technical assistance providers. However, several challenges remain in order to enhance the impact and sustainability of existing programmes.
